Elevate Downtown Plan

The Colorado Springs Downtown Development Authority builds public and private investment partnerships that support the economic and physical growth of Downtown Colorado Springs.

Established by Downtown property owners in 2006, the DDA is governed by an 11-member board appointed by Colorado Springs City Council, with operations administered by the Downtown Partnership of Colorado Springs.

In 2026, the Elevate Downtown Plan was approved as the DDA’s official Plan of Development, guiding investments, incentives, and redevelopment priorities throughout Downtown. The DDA is funded through a 5-mill property tax levy and Tax Increment Financing (TIF), which captures increased property tax revenues within the district to reinvest in downtown projects.
