Panhandling, vagrancy, and homelessness are not the same issue, although then can often overlap. Some people feel intimidated or don't know the best way to help. The following information is provided as a general guide. For chronic issues or concerns, please contact your city council representative and/or the Colorado Springs Police Department.

What is and is not allowed in the City of Colorado Springs:

Asking for money or food, or seeking a donation with signage is allowed throughout the City. Aggressive behavior is not allowed, whether from a panhandler or other person. Please call the Colorado Springs Police Department at 444-7000 to report aggressive behavior such as:

  • Unwanted physical contact
  • Following or obstructing pedestrians
  • Use of profane or abusive language, exhibiting violent behavior or making threats
  • Soliciting on private property that displays a "No Soliciting"sign
